Design for incentive payout #984

Vlad, I know Grace is doing it, but I added you as the overseer.

Have the feature, on the participation report screen on the server, as discussed, to allow a researcher to confirm incentive payout and amount to pay to each participant at the end of the study.

This will create data that is used in a new server endpoint to query payouts for the study to do payment fulfillment.
