Consider merging the edit and reordering modes #177

There's not much in the reordering mode you can't do in the edit mode. Consider collapsing to just one mode. Reordering is a very common type of edit.

This is incompatible with the way I intend to implement #20. In reordering mode, a block of objectives will be replaced by a single placeholder for reordering purposes.
