duplicate nearby notifications for a single beacon URL #857

Hey, I've had this issue before and I'm still getting it a lot of the times. I have one active beacon in range and two notifications show up. Does anyone else has this?

Are they both from the same source (Nearby)?

If you have the PW app installed, it will fire notifications even if there is another Notification from Nearby. If you have Chrome PW enabled, we should try not to fire a Notification if Nearby is already running.

@mmocny As I've noted they are duplicate Nearby notifications. I do have the PW app, but hardly ever running it. Neither of these are from Chrome. (FYI I have Canary/Dev/Beta and Stable installed but only running Stable)
