Remove "Nearby Notifications have been temporarily disabled" mention #880

https://google.github.io/physical-web/try-physical-web still contains an info header about Nearby being disabled two months after it was re-enabled. This might cause confusion. Also, Chrome for Android instructions should be removed if they are no longer relevant.
