Energy expectation #150

Implements an expectation method for EnergyInference.

https://github.com/google/qhbm-library/pull/151 makes this method differentiable (#146).

Resolves #145.

QQ: what's the plan for starting to use the decorator mentioned in https://github.com/google/qhbm-library/issues/136?

I can do a pass on that issue next
