Internal `setup.py` generation #49

@jaeyoo mentioned in the discussion here that internal generation based on the pyproject.toml is possible. This issue is to add this capability, or to determine that it is not feasible or not desirable.

let me work on it. so the SoT is pyproject.toml in Github, am I right?

Thanks! That is correct, SoT is pyproject.toml in GitHub. No rush on this, just made the issue in response to seeing #32 still open today.
