Consider breaking testing/* libraries into a new test-focused package #240

The libraries under the testing subdir are substantial enough to warrant a standalone package. Any reason we should keep this in Quiver? I'd suggest not re-exporting it post 1.0.0.

Pros:

more focused testing library.
the code in testing isn't specific to the main (non-testing) libraries in Quiver.
