Create an analysis tool with a stable interface: bin/decode-dist. #49

This is the analysis/R/analysis_tool.R file cleaned up, moved to bin/decode_dist.R, and wrapped in a shell script.

it no longer requires the working directory to be the repo root (i.e. due to R source() statements)
- implementation: using source.rappor() instead of source() allows us to be agnostic of the working directory
be consistent in using --params instead of --config
use --output-dir instead of --output_dir

Also:

Add a short README.md
Move test.sh script to the bin dir
Document R package dependencies a little better
