Fix DirecTVSerialControl not working in 9.2 #417

64-bit changes broke DirecTVSerialControl (handle size mismatches). Forum thread here: https://forums.sagetv.com/forums/showthread.php?t=66130 Confirmed fixed by 2 users.

Also updated the changelog to include the previous Windows service launcher fix.

Might need to add dist: trusty to the .travis.yml file to fix the build issue, per https://travis-ci.community/t/install-of-oracle-jdk-8-failing/3038
