Sampling profiler does not work in Win8 #86

The sampling profiler does not work on Windows 8. This manifests as sampler.exe 
hanging when executed, and most of its unittests failing as well.

Siggi suspects this is related to a change in the permissions model for 
accessing the OS built-in sampling profiler. Haven't been able to track 
anything down thus far...
