Add `version catalog` #69

Hi, @arriolac!

I hope you're doing well! I've been using secrets-gradle-plugin and noticed an opportunity to make an improvement. To that end, I've submitted this pull request.

In this PR, I've tried to add version catalog to centralize and simplify managing of dependencies, and I'd really appreciate your feedback.
