Add "Learn more" links for First-Party Mode #9699

Feature Description

Update the "Learn more" links across the First-party mode feature to point to the appropriate support documentation once the links are determined. This includes:

  1. The "Learn more" link in the First-party mode setup banner.
  2. The "Learn more" link in the settings toggle description.
  3. The "Learn more" link in the server configuration error message displays when server requirements are unmet.

Do not alter or remove anything below. The following sections will be managed by moderators only.
