Move annotators from ner to silver directory #431

I have moved all the silver annotators from sling/nlp/ner to sling/nlp/silver to emphasize that these components are for silver annotation. I have moved the resolver to sling/nlp/kb since this component can be used for other purposes than silver annotation.
