Rename silver mention annotator #432

I have renamed the silver mention annotator so it is more clear what part of the silver pipeline it is handling.

I have changes the annotator to output human (Q5) instead of person (Q215627), and now pre-annotated mentions use an is: slot to indicate the resolved entity.
