Add this language to GitHub's language detector #18

..when the name is finalized :-) Skylark files (.bzl, for example) are currently detected as Python files in GitHub's UI.

Skylark is essentially a subset of Python. Does it need to be treated differently from Python?

There are things in Python that you can't do in Skylark, so I feel that labeling it as Python (at least on GitHub UI) will be misleading.
