Provide Wheel on pypi.org #107

Will textfsm consider building and deploying a wheel binary distribution?

Motivated by https://github.com/pypa/hatch/issues/338#issuecomment-1179639559 Additional motivation offered by "Wheel vs Egg" python.org docs

I would be happy to start working on a pull request to set up continuous integration (running all automated tests) and deployment (to pypi) for textfsm, using GitHub Actions. This work of deploying wheels is in my wheelhouse 👍👍
