Scope repos to collections #286

This PR adds a Repos field to Collections and uses those repos for any rules that don't have repos defined.

Completed version of PR #263 by @eddiezane

Closes #262

I completed WIP PR #263, including some very basic docs. My team has been using this in a fork for some time now, and it works well for us.

Are you planning to cut a release soon?

I am planning to cut a release as soon as I get the dockerhub credentials from the original maintainer. @tstromberg has left Google, and we are still trying to recover access to non-GitHub resources.
