Add Fraken docker build file #1353

Description of the change

Create a docker build file for Fraken (including cloud build configuration).

Additional information

This will allow us:

to run fraken standalone from a docker image
to improve build simplicity and build speed for the worker (by copying in Fraken from existing image)
