Register syncopate with vim-pi #12

We should register syncopate with vim-pi, the vim plugin index, so that VAM users can install it with

VAMActivate syncopate

instead of

VAMActivate github:google/vim-syncopate

Sending a pull req will take me a while thanks to https://bitbucket.org/vimcommunity/vim-pi/issue/106/license-under-osi-approved-license, so I filed a request to have the changes made instead. Hopefully the lack of response is due to the holidays. If it goes a few weeks with no response and seems like a pull req might get more attention, I'll pursue other means…

Finally got some attention on https://bitbucket.org/vimcommunity/vim-pi/issue/107/add-google-vim-syncopate-and-ft-vroom-to. VAMActivate syncopate works now.
