TCP bridge for Android on ChromeOS #57

Android container on ChromeOS has no access to USB, but can communicate with the ChromeOS via TCP. This implements a TCP bridge as a python program running in ChromeOS land.

Also includes:

Android app components communicating with WALT refactored to allow substituting USB or TCP as the lower layer.
Comm protocol version bump
Style improvements in python code
