Request: footer component #445

The docs refer to a footer, but I'd personally like to see an officially supported footer that I can use on my site. Thanks!

We can do that. Currently waiting to hear back from UX about Material Design footers but we can almost certainly ship with one.

@sethladd After evaluating the usefulness of a generic footer (a coloured block at the bottom of the page), we've decided that this is extremely specific to each site's own design and is best left to the end developer to define.

The Material spec will not be defining a footer component for the web outside of how this might appear for specific layouts (no layouts I have seen use them yet) and so it doesn't make sense to try prescribing what we interpret to be a good general footer just yet.

I'll continue asking UX about updates to this next quarter, but for now a footer is out of scope for our next version.
