Google Ads API Python SDK v16 support #854

Describe the problem you are trying to solve: I use the Python SDK for the Google Ads API. I tried to version up to v16, but the Python SDK did not seem to support v16 yet. https://developers.google.com/google-ads/api/docs/client-libs?hl=ja#supported_api_versions

Describe the solution you'd like: I'd like to have this supported.

Maybe it has already been addressed and the official documentation just hasn't been updated? https://github.com/googleads/google-ads-python/blob/main/ChangeLog#L1

@y-fujiwara thanks for the question - version 23.1.0 of this library and later supports v16.
