Debian stretch (and also Debian unstable) provide libxml2 2.9.4, which is blacklisted by XML::LibXML in Makefile.PL.

Sorry, the solution is simple, just install the Debian package libxml-libxml-perl before installing Google::Ads::AdWords::Client
