(seriously though, the tool is in production for like three years, almost gone, and still in 0.x? not cool)

upd. the first public PR https://github.com/googleapis/artman/pull/1 is dated April 1, 2016. Turns out it was an April fools joke that just got too far!

I was really hoping to release 0.100.0 lol. LGTM though.
