[FeatureRequest] Update identity-toolkit client #7724

The current client that is generated for the identity-toolkit API is deprecated. See: https://developers.google.com/identity/toolkit

The up-to-date discovery documents for the identity-toolkit are here, though for some reason they aren't included in Google's API discovery directory.
