fix: go test infrastructure issues

We had a couple test infra failures in go that this fixes

we now have to use --load when building containers, because the base image was updated to use docker buildx
Updated GAE test to use go 119, now that 115 is deprecated

This branch is already tagged to be used in the nightly tests
