Docs presubmit fails for google-cloud-workflows #1807

This requires manual changes to docs/index.rst https://github.com/googleapis/google-cloud-python/pull/11574/commits/a264d86ad5bc688837511227192c25c3aa90b0c8 . Presubmits fail with the standard docs/index.rst file.

The package google-cloud-workflows contains code for 2 APIs google/cloud/workflows and google/cloud/workflows/executions See https://github.com/googleapis/googleapis/tree/master/google/cloud/workflows and https://github.com/googleapis/googleapis/tree/master/google/cloud/workflows/executions

Transferring to gapic-generator-python as we could propose a fix via generator options or publishing settings.
