chore: Skip generating test jar for BOM #1899

BOM inherits from shared-configs and not the parent module. I removed it in the previous PR (https://github.com/googleapis/gax-java/pull/1897#discussion_r1033901115) b/c I thought BOM got the config from the parent, but forgot that it didn't inherit this config.
