feat: ensure NewClientSurface works for consoldiated v2 clients #493

Now that we've merged https://github.com/googleapis/gapic-generator-php/pull/659, this needs to be released before we update the clients in google-cloud-php, to ensure GAPIC library tracking continues to function.
