Remove `gameservices` workarounds from CI scripts #11987

Some of our CI scripts build against "latest version in vcpkg", or "latest release". These versions still have the gameservices code, burt the quickstart is gone. We need to remove the workarounds after the outside world catches up.

This is fixed. Partly because we removed some builds as part of the migration out of Kokoro. Partly because we are long past the point where the workarounds would be needed.
