System.InvalidOperationException: Can not find compilation library location for package 'Google.Api.CommonProtos' #1525

I see this when I try to invoke the PubSub library within a docker image.

See the Dockerfile to reproduce.

Not sure what's happening here, but I'm also seeing this error in projects that don't include any Google libraries. So I don't think the Google library is to blame.
