Move the owlbot post-processor to this library #3250

We should move this library, and all its logic, to here. We should rewrite it in Typescript, and make sure its testable. As part of this work, we should also move the README generation to the post-processor. We should do this work after we fully migrate to the mono-repo, since it will make the README generation easier.
