Removes the cloud-devel integration test run, as they currently do not work and just fail every build.
The attempt to use the same credentials as for the other integration tests also did not work: https://github.com/googleapis/java-spanner/pull/3154
These integration tests can be enabled again, once is figured out why they fail.
