Similar to the auth library, install nox in the build.sh script.

Per Anthonios, the official docs for this repo are not stored on cloud.google.com, thus there is no reason to expend resources to run the kokoro docs-presubmit check. See internal CL where the entire docs presubmit config is deleted, effectively removing the failing CI check.
