Implement client side metrics in OpenTelemetry:

• [ ] - attempt latencies metric
• [ ] - retry count metric
• [ ] - first-response latencies metric
• [ ] - application blocking latencies metric
• [ ] - server latencies metric
• [ ] - connectivity error count metric
• [ ] - client blocking latencies metric

There has been discussion that the server should be able to disable metrics
