chore(deps): refresh deps and pin releasetool version #336

Release PRs were not getting updates due to an issue with cryptography major version upgrade since version 39. This issue was fixed in newer version of gcp-releasetool.

Confirmed the new commits fixed reporting back, albeit a failed result but expected (it has already been successfully published): https://github.com/googleapis/sphinx-docfx-yaml/pull/335.

Kokoro failure can be ignored as it was a re-run of the already released binary, which is expected to fail.
