@dandhlee The presubmit test (3.10) appears to be stuck. Does it need to be triggered manually?

Is there a way to manually trigger it? seems like some renovate / dependency PRs don't get actions triggered automatically

Possibly https://github.com/googleapis/sphinx-docfx-yaml/pull/340 will allow the presubmit to run. WDYT?
