This project is forked from angular-seed and follows the same structure. As you can see at that project, protractor.conf.js is located in e2e-tests/. They have specific reasons for this and we won't diverge from the standard.

Got it, thanks. I've reverted the moved file, leaving the fixed path in protractor-conf.js and README.
