Scroll header panel not mobile friendly when scrolling #19

When you scroll down the scrolling part of the page Chrome on mobile doesn't see it as scrolling the entire page so Chrome's controls stay at the top of the screen when you scroll down. This means when the header is visible a huge portion of the screen is taken up by Chrome's controls + the header.

I'd love to see this resolved. It makes a big difference. This is affecting pretty much any mobile browser: Safari, Chrome, etc.

I opened an SO post w/ actual screenshots: http://stackoverflow.com/questions/26615472/mobile-browser-chrome-doesnt-go-away-when-scrolling-using-polymers-core-header

Is this a dupe of https://github.com/Polymer/core-scroll-header-panel/issues/15?
