Behavior of direction down #14

The behavior of Direction down does not seem to be in order. if down is set, the slider will not move and the lower part will scroll away.

in the demo.html of core-splitter it is working, but not inside core-scaffold in the paper area.

I found out, that if you take away the height attribute in the css of .container you get the same behavier. with no height of the container you get a wrong behavier.
