Support old android browser #5

Hi! I haven't seen in http://www.polymer-project.org/resources/compatibility.html the option paper-elements.

Can i use their in a Phonegap Projects with Android???

That pages only lists the native web components apis (and a few others) used by Polymer and the platform layer. The elements are assumed to work in the latest versions of all modern browsers...that's where the polyfills are supported. If you see something broken, they're bugs.

The old Android Browser is not supported, so the webview based on it is also not supported. Polymer supports the chrome-based webview available in Android 4.4.3+.

This is a huge problem... for fall outside of the HTML5 mobile race. Only in your play times, but never in production, because the percent of users is still too limited. 30% androiders i think...
