I think in most use cases you don't want the text inside of tabs to be selectable, they should just act like buttons

How consistent are we about user text selection for labels/descriptive text in other elements?

Not sure... it just seems like you almost never want the text to be selectable in paper-tabs and it's annoying to add this in the tutorial.
