Add a cli bin file #21

This tool should have a command line interface executable, like vulcanize, polybuild and crisper.

Particularly since the Polymer documentation claims such a thing already exists:

it doesn't exist if you install it globally also the example in the new documentation does not work

Same problem, do you have a workaround to use it with CLI?
