The Data Analytics Notebook doesn't have access to the bigquery dataset (hcls-testing-data.fhir_20k_patients_analytics), so a user gets a 403 when trying to run the lab.

Getting the same error message.

Forbidden: 403 Access Denied: Table hcls-testing-data:fhir_20k_patients_analytics.Encounter: User does not have permission to query table hcls-testing-data:fhir_20k_patients_analytics.Encounter.
