Changing GPU without getting a penalty #2420

Is your feature request related to a problem? Please describe. Yes, because the A100 in google colab pro+ isn't really that compatible with some notebooks, I'd like to suggest this.

Describe the solution you'd like In the category where you can choose GPU acceleration, there should be a new box called "GPU" (could be for pro users and above only) where you can choose your runtime, GPU's will get grayed out overtime if you use them too frequently.

Additional context This would come in handy for people who need a specific GPU and for people who don't want to get a penalty for restarting their runtime to get a tesla p100 instead of a v100 or a100.
