Is your feature request related to a problem? Please describe. It'd be nice to directly work on notebooks in your local runtime environment instead of needing to go through google drive or the github integration.

Describe the solution you'd like Being able to open and save to a ipynb on your local runtime.

Are you specifically thinking for Marketplace VMs and/or runtimes running on your local machine?
