I know full vocalisation is less of a priority than fixing existing collision issues, but I do think it is important, especially as Gulzar already exceeds any other open source Nastaliq font that I am aware of.
This case in particular I see a lot in the Punjabi word وِچّ ("in"). Some writers consider it a technically distinct word form from وِچ which would be a reason to keep the shadd. (As an aside, it is one of the most common words to see zer included, where it is otherwise omitted in the rest of the text. I have no explanation for this, as there is no ambiguity with another word or form. I never write the zer myself, but it is an observable pattern from some writers.) It is probably in the top 10 most used Punjabi words so I would consider it a priority over most diacritic collisions.
The issue occurs as well in خّ and ڄّ but not the other members of the jeem family. I will make a separate issue for the two jeem family letters which I noticed are not yet supported. ڃ is used in Sindhi and very occasionally Saraiki (where it represents a real distinct sound in the language, but which most writers use نڄ for). ڇ is used in Sindhi and some other Pakistani languages I cannot remember off the top of my head.
