Thanks for the report! Gulzar was designed primarily as an Urdu font, so I'm not totally surprised it doesn't support Kashmiri well. Some of these glyphs will need drawing, so support will be a longer term project.
Thanks for providing another nasta'liq font.
It doesn't appear to support Kashmiri well. I would hope that the font would recognise that the language is set to Kashmiri and adapt certain glyph shapes appropriately, but it seems that several glyphs are just completely missing from the font. For example, go here.
You can add Gulzar to the list of fonts by clicking on the F icon top left, and the 'manage fonts' link. (Apply the Noto Nastaliq font to see the differences.) The language of the text area is already set to

The shape of the hamza is that used for Urdu, rather than the circular form typical for Kashmiri.
The inverted v shape is not used for U+0652 ARABIC SUKUN.
Spacing is bad for قوٗق ق U+0642 ARABIC LETTER QAF و U+0648 ARABIC LETTER WAW ٗ U+0657 ARABIC INVERTED DAMMA ق U+0642 ARABIC LETTER QAF
