U+0261 should always be a single-storey g (script g), it must not be a double-storey g. U+0067 can be either, so make uni0261 a component of g (single-storey g), and have the old uni0261 as g.alt (double-storey g).
Long story short, IPA has used both symbols with different meanings in the past, now both can be used for the voiced velar stop. So if people want the character that always looks like a single-storey g they can use U+0261. If people want the character that may look like either, they can use U+0067.
I’d even recommend having an IPPH locl feature to sub g by g.alt, soe U+0067 always looks like a double-storey g, in case someone wants to reproduce an old IPA text where both symbols had different meanings.
