IUP optimize still producing glitches, output different from fonttools #571

Take the following "C" from GoogleSans, move the slider to maximum GRAD, and compare fonts built with fontmake (above), with fontc (middle) and again with fontc (with IUP disabled). The fontc with IUP optimization looks weird (see bottom end of C):
